Default Can a 30 year fixed mtg qualify to be modified?

I have a loan with Indymac bank and have given them a complete modification packet and am awaiting their response. I was told that my loan was a whole loan and it did not qualify for a forebearance agreement but that I should wait for a negotiator to contact me regarding a modification agreement. My question is can a 30 year fixed rate loan be modified? Help!
