Default Imminent Foreclosure due to delinquent Special Taxes

I was delinquent on my 2006 taxes (1st & 2nd installment). Dolinka Group, which administer the special tax (CFD No. 94-10) for Menifee School District removed the special tax from the county tax roll and referred it for collection with "Sherman & Feller", a law firm from Oakland CA. I’ve been receiving letters from the law firm with this heading "FORECLOSURE IMMINENT". Also with this statement "UNLIKE AD VALOREM TAXES, YOU DO NOT HAVE 5 YEARS TO PAY BEFORE YOUR PARCEL CAN BE SOLD". My mortgage and taxes are current. Delinquent taxes was paid full by my mortgage company and I'm paying it back monthly installments. Can Sherman & Feller actually file foreclosure proceedings my property? I received the first letter in January, I just want to know what they are doing is possible or legal.
